Software decisions
Software development companies in Algeria, and which kind to hire
Custom studios, ERP integrators, packaged software vendors, freelancers and staff outsourcing firms. What each kind of provider in Algeria is good for, where it falls short, and the local rules to check before you sign.
Software development companies in Algeria fall into five groups. There are custom development studios, ERP integrators working on Odoo, Sage or SAP, vendors of packaged management software, freelancers, and outsourcing firms that rent developers by the month. A vendor fits when your business works like its other customers, and an integrator fits when an ERP covers most of the need. A custom studio makes sense when your rules fit no product you have tried. Whichever you pick, check three things before signing. You get the code, or at least a full export of your data. The software handles Algeria's Law 25-11 on personal data and the 2027 tax rules for till and accounting software. Someone answers after go-live.
In short
- The kind of provider matters more than the brand. A vendor, an integrator and a studio sell different things.
- For accounting, payroll or a shop till, an existing product usually costs less. Custom work pays off when your operations leave the standard model.
- Check Law 25-11 on personal data and the publisher commitment Algeria requires for till and accounting software from 1 January 2027.
- Shortlist three providers, send each the same written brief and compare the answers phase by phase.
What kinds of software companies work in Algeria?
Directories and "top companies" lists put very different firms side by side. An Odoo partner, a vendor of invoicing software and a studio that writes custom code end up in one ranking. They answer different needs, and their quotes do not compare line for line.
The table sorts them into five groups. Many firms sit in two at once, for example an integrator that also writes custom modules. Ask each one which activity brings in most of its revenue.
| Kind of provider | What you buy | Good fit for | Limits to know |
|---|---|---|---|
| Custom development studio | Software designed around your operations, with the code handed to you | Your own business rules, field apps, links between several tools | Longer scoping at the start. Quality depends on the team and on the maintenance plan. |
| ERP integrator (Odoo, Sage, SAP and others) | Setup of an existing ERP, data migration and extra modules | Accounting, purchasing, stock and sales close to the standard model | Every custom module has to follow each new ERP version, and that work costs money. |
| Packaged software vendor | A product under licence or subscription, with installation and training | Sales management, payroll, tills, everyday accounting | You follow the vendor roadmap. Your requests wait until enough other customers want them. |
| Freelancer | One person's work, at a fixed price or by the hour | A small standalone tool, a prototype, a website | Nobody covers holidays, illness or a departure. |
| Staff outsourcing firm | Developers rented by the month, who take direction from you | A company that already has a technical lead and needs more hands | Without a technical lead on your side, nobody decides what the team builds. |
Which kind of provider fits my company?
Start from the work. Write down one full day for your staff, from the order through picking, delivery and payment to the invoice. Mark the steps where your rules differ from another company in your trade. The more differences you find, the stronger the case for custom software.
- Your main need is accounting, payroll or a shop till. Start with vendors.
- Most of your processes follow a common model, with a few gaps. Talk to two ERP integrators.
- Your pricing, delivery rounds, batches or approvals fit no product you have tried. Talk to custom studios.
- You need a small internal tool that can sit untouched for a month. A freelancer may be enough.
- You already have a technical lead and need more developers. An outsourcing firm covers that case.
Which Algerian rules should the provider know?
Software built for another market can work in Algeria. Check that it covers the points below, and that the provider can talk about them without looking them up.
- Personal data. Law 25-11 of 24 July 2025 amends Law 18-07 and requires a data protection officer, a register of processing and an automatic log of operations on personal data. The log is a software feature. A provider that hosts your data keeps its own register too.
- Till and accounting software. From 1 January 2027, Algeria's 2026 finance law requires a publisher commitment or a certificate during a tax audit. The 2027 finance bill proposes a fine of DA 500,000 per non-compliant till or software system. Ask the vendor whether it will sign that commitment.
- Tax returns. The software should produce the figures for the monthly G50 return and the online tax filings without retyping them into a spreadsheet.
- Invoices. Algerian invoices carry the trade register number, NIF, NIS and tax article number. Documents often need French and Arabic versions.
- Cash on delivery. Much of online retail and distribution in Algeria gets paid in cash to the driver. The software has to track money held by drivers or delivery companies until they hand it over, and track returns.
- Connectivity. Warehouses and drivers lose signal. Field apps have to keep recording offline and sync later.
Should you host the software in Algeria or abroad?
Law 18-07, as amended by Law 25-11, regulates transfers of personal data to a foreign country and makes them subject to authorisation by the national data protection authority. If your software holds data about customers, patients, pupils or staff, ask a lawyer before you choose a host outside Algeria.
A host in Algeria keeps the data in the country and bills in dinars. A foreign cloud offers more ready-made services but usually bills in foreign currency, by card. Either way, put the hosting account in your company name, run backups every night and test a restore on a fixed date.
Where do I find names, and how do I shortlist?
This guide does not name or rank companies. Sindan Solutions is one of these providers, and a ranking written by a competitor would be of no use to you. Here is where to look.
Pick three names of the kind that fits, then send each one the same written brief. Describe what your company does, the steps to cover, the number of users and the tools to connect. You can compare written answers to one brief line by line.
- For Odoo, the official Odoo partner directory, filtered on Algeria, shows each integrator's partnership level.
- For studios and outsourcing firms, Clutch, TechBehemoths, GoodFirms and Sortlist publish profiles and sometimes verified client reviews.
- For packaged software, ask companies in your trade what they use and for how long.
- In every case, ask for a demo of software that customers use every day.
What should I ask each kind of provider?
Each group has a weak spot. Ask the question that targets it.
- A fixed price quoted before anyone has looked at your work.
- The code, domain or hosting in the provider's name.
- A quote with no data migration and no training.
- A demo that only ever uses made-up data.
- A provider that never recommends an existing product.
| Provider | Question to ask | Answer that should worry you |
|---|---|---|
| Custom studio | Who maintains the software after go-live, and how fast do they respond? | A vague answer, or a monthly fee with nothing listed |
| ERP integrator | What happens to our custom modules at the next ERP version? | "We will see when it comes" |
| Packaged vendor | Can we export all our data, in which format, and will you sign the 2027 commitment? | Export that is paid, partial or impossible |
| Freelancer | Who takes over if you are away for a month? | Nobody, or a name you cannot reach |
| Outsourcing firm | Who on our side directs the team and signs off its work? | An answer that names nobody on your side |
What should the quote contain, and who owns the code and data?
A quote you can compare splits scoping, build, go-live and maintenance, and says which parts are a fixed price and which are estimates. With a vendor or an integrator, add the per-user licence cost over three years, because it often outweighs the setup.
Ownership depends on the kind of provider. With a vendor you own your data but not the product code, so the full data export matters. If you hire an integrator, ask for the modules written for you in a repository under your name. A custom studio should put the source code, domain, hosting and database in your name from day one.
Where does Sindan Solutions fit?

We design, build, host and maintain business software, web and mobile apps, inventory and distribution systems, and AI agents, for clients in Algeria and abroad. The code, data and hosting stay in the client's name.

Common questions
The short answers
How many software development companies are there in Algeria?
We know of no up-to-date public count. Directories mix studios, integrators, resellers and freelancers, and one firm can appear under several headings. Start from the kind of provider you need, then look for names within it.
Can a foreign company hire an Algerian software studio?
Yes. Algeria stays on UTC+1 all year, software teams work in French and English, and many studios already serve clients in Europe. Agree in writing on code ownership, the invoicing currency and the payment schedule before work starts.
Can an ERP integrator and a custom studio work together?
Yes. A common setup keeps an ERP for accounting and purchasing and adds a custom app for field work or distribution. The two exchange data through an API. Decide at the start who is responsible for that connection.
Why does this guide not rank the best companies?
Sindan Solutions is one of the software development companies in Algeria. A competitor has an interest in any ranking it writes. The guide gives the method for judging each provider, including us.
